The Bureau of Agricultural Research (BAR) conducts its 9th Seminar Series for the year featuring two topics on social science: 1) Agriculture: In Search of Viable Indigenous Knowledge (IK) Systems and 2) Meta-research to Synthesize Knowledge from Existing Studies in Agriculture. The seminar series is a regular activity of the Bureau to facilitate the exchange of relevant and updated information and knowledge, trends, challenges, and opportunities on agriculture and fisheries R&D. Ms. Christmas B. de Guzman of the Management Information Systems Division (MISD) serves as the master of ceremony.

Dr. Marlowe U. Aquino, head of MISD, delivers his opening message and introduces the resource speakers.

Dr. Daylinda B. Cabanilla, professor at the College of Forestry and Natural Resources (CFNR), University of the Philippines Los Baños (UPLB), discusses three issues on the topic, western agricultural science versus indigenous science. The three issues are 1) privileged position of western agricultural science in the world, 2) significance of IK, and 3) interfacing of these two knowledge systems.

BAR Assistant Director Teodoro S. Solsoloy throws in his first question during the open forum.

Dr. Santiago R. Obien, BAR senior consultant, agrees with the resource speaker’s suggestion of cross-cultural visits and farmer-to-farmer learning. Like Dr. Cabanilla, he emphasizes the idea of letting people decide what, how, why they want to apply among indigenous knowledge. Dr. Obien states that he uses the terms “technology promotion” instead of “technology transfer.” This, in turn, braces the no “technology transfer” paradigm.

Immediately after the open forum, Dr. Cabanilla is awarded the Certificate of Appreciation by BAR Asst. Dir. Solsoloy and Dr. Aquino.

Dr. Corazon B. Lamug, on the other hand, serves as the resource person for the afternoon seminar. Her topic is on Meta-research to synthesize knowledge from existing studies in Agriculture. Meta-research was designed to synthesize knowledge arising from existing studies. As compared with secondary analysis, Dr. Lamug discusses that “meta-research is concerned with appraising and summarizing existing knowledge, not exploring new research questions”. This mainly involves the study of research reports and seldom utilizing raw data.

Participants coming from the DA family, other government agencies and state, colleges, and universities (SUCs).

MISD Head Marlowe U. Aquino reads the Certification of Appreciation for Dr. Lamug for being the resource speaker.

Dr. Aquino gives the closing remarks, encouraging participants to visit BAR’s website for the latest trend in agriculture and fisheries R&D. Likewise, he persuades the audience to submit CPAR proposals to the Bureau guided and utilizing meta-research.
