| In
line with its mandate, the Bureau of Agricultural Research
is conducting the National Research Symposium (NRS) to give
recognition to outstanding researchers in the field of agriculture
and fisheries. This year's symposium will be held on 5 October
at the Bureau of Soils and Water Management convention hall.
It is focused on the theme, "Responsive Agriculture and
Fisheries R&D: Key to Rural Progress." The NRS is
aimed at enhancing exchange of information and knowledge among
agricultural R&D workers toward promoting awareness on
technological breakthroughs. It is also aimed at magnifying
the professional stature of R&D workers by providing a
forum for presenting notable research accomplishments by giving
due recognition to research and development efforts of the
researchers and member institutions of the National Research
and Development System for Agriculture and Fisheries (NARDSAF).
The agriculture and fisheries sector has been
identified as a new source of economic growth. The sector
has been an important segment of the economy, as shown by
its respectable performance in providing food and raw materials
and as a major dollar earner for the country. The sector continues
to exhibit its economic significance, but its full potential
to attain higher productivity has not been fully harnessed.
Thus farmers and fisherfolk should be given better opportunities
to increase productivity and profitability, which largely
take the form of provision of improved technologies. The generation,
development, and transfer of modern technologies in agriculture
provide a strong agricultural foundation for industrialization,
as had been empirically shown in other countries. It is in
this essence that the Agriculture and Fisheries Modernization
Act (AFMA) was passed and enacted in 1997. The Act provides
for the transformation of agriculture and fisheries from resource-based
to technology-based industries, in order to promote growth
and development in the countryside, specially in the Philippines,
where agricultural area expansion had reached its outer limits.

In pursuit of this goal, the Bureau of Agricultural Research (BAR) is bent to continue its commitment in promoting research excellence in agriculture and fisheries. One of the instruments in realizing this vision is the conduct of the National Research Symposium (NRS). The NRS serves as a venue for the presentation of salient accomplishments in agriculture and fisheries research and development. It also gives recognition to outstanding researchers and informs the public on newly generated
technologies and knowledge, with potentials to make significant impact on the agriculture and fisheries sector.

- To give due recognition to the accomplishments of agriculture
and fisheries researchers in the NaRDSAF and provide them
with incentives for exemplary research performance;
- To give the NRS participants the opportunity to interact
with one another and keep them informed on current trends
in agriculture and fisheries R&D.
- To promote excellence in the conduct of research; and
- To identify and disseminate new technologies and information
that are useful and relevant to agriculture and fisheries
modernization.
