BAR sees discipline-commodity networks interface

The discipline-based networks discussed possible points of interface with the commodity based networks during the BAR-coordinated National Program Leaders Quarterly consultation workshop. It was held last August 19-20, 1999 at Sugarland Hotel, Bacolod City.

Soils and Water Resources Network, Postharvest Food Science Network, Biotechnology network and Social Science and Policy Network presented their RDE agenda/program frameworks which were used as bases for the formulation of interfaced projects with the commodity networks. Possible interfaced projects were listed and validated and some were recommended for funding under the discipline, under the sector or through cost sharing.

Results of the discussions between the discipline-based and the commodity-based networks are as follows:

Social Science and Policy Nework
SSP network and the Aquaculture and Capture Fisheries network agreed to conduct a workshop for the proposed projects of UPV, CLSU, UP-MSI, and MSU. An in-depth SSP framework will be discussed this September at UPV-Iloilo to incorporate it in th fisheries sector.

Postharvest Food Science and Nutrition (PFSN)
Dr. Lizada, the program leader, stressed that the proposals must be centered on processing and methodology development. Another agreement made was the use of CODEX and OIE standards for meat products by the networks.

Biotechnology
Proposals under Biotechnology should be categorized as traditional (provincial level), intermediate (regional level) and high-tech (national level). Funding of the interface projects could be distributed within these categories. It was also suggested that there should be an interface between discipline-based networks.

Soil and Water Resources Network (SWRN)
It was agreed upon that SWRN would act as advisory council to the different commodity networks on possible interfaced projects. It will also develop a training workshop for interfacing with each commodity network. The training will focus on the rules and procedures in the formulation and implementation of projects. It was agreed that, S&W would take the lead in adverse conditions while the commodity concerned will take over in optimum conditions.

Other agreements made include:

  • Each commodity-based network should provide the discipline-based network a complete detailed proposal for further review and discussion.
  • There should be an interdisciplinary team within a commodity.
  • The ranking of the proposed projects will undergo another review after addition of new projects from the discipline-based networks.
  • A seminar series for each network shall be conducted for the regular exchange and sharing of knowledge and updates concerning the network.
  • All proposals will be reviewed first by the National Team before going into the Regional Team.
    There will be two review processes, first by the SSAC and second will be the Technical Review.
  • The plan to link each other electronically (via e-mail and remote and remote tele-conferencing) will be helpful in the monitoring and evaluation processs.

The interfacing of the discipline-based and the commodity-based networks is a leap towards better conduct and implementation of researches that will be beneficial to agriculture and fisheries sector. Technologies helpful to the farmers and fisherfolks will be achieved with the fulfillment of the proposed interfaced projects.
