ARMM welcomes Ponce

"The roles of the RIARCs to attain efficiency and effectiveness must shift from downstream research to midstream research in partnership with the regional institutions and agencies." This was disclosed by Dr. Eliseo R. Ponce, BAR Director, during the Agency In-house R&D review and the refinement of the Integrated Regional Research Development and Extension Agenda/Program (IRRDEA/P) for the Department of Agriculture and Fisheries-Autonomous Region of Muslim Mindanao, (DAF-ARMM) on September 8-10 at Leashieldy Restaurant in Cotabato City.

Dr. Ponce further explained the roles of each institution in the implementation of Research Development and Extension activities in the national, regional, provincial and municipal levels. He emphasized the vertical and horizontal integration of programs and activities between and among the institutions and stressed the triangular relationship between research and development, extension and the farmers. These elements must work closely together to establish a strong linkage and feedback mechanism in the development and adoption of technologies.

Also, Ponce pointed out that programs and policies pertaining to human resource development, information technology, technology commercialization and upgrading of laboratory facilities must be implemented. These programs and policies will make the research sector in the Philippines globally competitive.

Aside from the evaluation of RDE programs, selection and awarding of the best papers of researchers from ARMM Integrated Agricultural Research Center (ARMMIARG) were also undertaken. Mr. Rolly Labios, chief of BAR Institutional Development Division, was one of the evaluators together with representatives from VISCA, USM, CEMIARC and DA Regional Office.

The Technology Demonstration on Durian Intercropped with Banana of Mustapha Bacaraman from Lanao del Sur garnered the first place. Fertilizer Trial on Lowland Rice by Rossana Pinduna of DA-Sulu placed second while the third place was won by Tong Abas of Maguindanao for his Technology Adaptation on Rice in Maguindanao during DrySeason.

After the workshop, Dr. Ponce and Regional Secretary Thambeyapa Manjoorsa were able to interact with the local radio and print press. The issues tackled were on the Agriculture and Fisheries Modernization Act (AFMA) and the role of R&D in the development of Mindanao.

As part of their visit to Mindanao, Dr. Ponce and Mr. Labios led the inauguration of the new Agrometeorological Station at Nuling Breeding Station, Simuay, Sultan Kudarat.

On the other hand, a team headed by Architect Cruz of BAR visited the place to render their services in the site development plan of the station as promised by Dr. Ponce. He also informed the staff of ARMMIARC about the ARMM Institutional Development (ID) grants of 5 I million pesos for 1999 for IT and communication equipment, improvement of laboratory and farm facilities, and station and support for human resource development.

The group was also able to visit the Central Mindanao Integrated Agricultural Research Center (CEMIARC) located at Kidapawan, North Cotabato. Dr. Ponce briefed the staff on the shift of the roles of RIARCs. Seven million ID grant was allocated to the center of which a certain amount will be used for the station development such as improvement of the conference room, toilets and IT room.

Dr. Ponce's visit to ARMM encouraged the need for the RIARCs to shift its role from downstream to midstream research to attain a more efficient and effective implementation of the IRRDEA/P.
