ITD convenes to finalize BAR's knowledge management capability framework

The Information Technology Division (ITD) of the Bureau of Agricultural Research (BAR) held a planning workshop to strengthen the knowledge management capability of BAR last November 5-6, 1999 at SEARCA, UPLB. The participants included BAR-ITD head Gil Quibuyen, SEARCA IT Adviser Dr. Eliezer A. Albacea, SEARCA Project Development Associate Ms. Dina C. Magnaye, Administrative Assistant Mr. Paul R. Pablico, Jr, ITD Specialist Mr. Sebastian Sebastian, and Mr. Winston Tabada.

To make them more relevant and effective, ITD formulated some strategies and schemes for the IT framework of BAR. ITD finalized the IT workplan for each component, the general framework for the hardware and software development, the IT HRD requirement, and financial plan for IT's project operationalization.

Mr. Gil Quibuyen, ITD Head, discussed the development and establishment of BAR-LAN and connectivity to DA-NIN. Quibuyen stressed that for the past nine months, ITD has continually assessed the development, consolidation and establishment of office information systems and Local Area Network (LAN). BAR's communication system has also been improved through Intranet E-mail system and a monitoring and tracking documents database. The LAN backbone has also been strengthened by installing a structured cable system. It also has configured more servers for commission.

Mr. Tabada, IT consultant for Database and Systems Applications, presented the status of the systems developed:(1) Document Tracking System, (2) Financial Management System, (3) Property and Supplies Inventory System, (4)Payroll System, (5) R&D Tracking System, (6) R&D Monitoring System, (7) R&D Resources Inventory System, and (8) R&D Manpower Inventory System. He added that these systems are now operational but still requires fine-tuning. The last three systems are in the content-building stage. BAR envisions to have these systems web-enabled. Thus, the database engine of these systems will be changed from a Microsoft Access to a large-scale database engine such as Oracle 8i or SQL 7, which are capable of data warehousing.

Next year, the ITD envisions a full operationalization of the additional administrative systems within BAR, and the connectivity with the SCUs, AAs, RIARCs, RIFRCs and to DA-NIN.

As an output of the seminar, the participants came up with individual work assignments, planned training workshops and seminars and crafted the ITD's vision, mission, goals and motto: R&D it is. The group also drafted the proposed IT budget for the next two years.
