18 projects under SASP

EIGHTEEN projects nmded under the Sustainable
Agricultural Systems Project (SASP) were reviewed on March
15-16 in La Trinidad, Benguet.

| SASP focuses on sustainability and environmental concerns. |
SASP aims to address environmental concerns
and emphasizes sustainability along with productivity, equity,
and production efficiency as important goals of agricultural
R&D. Its funding is derived from the National Agricultural
and Fishery Council.
The Bureau of Agricultural Research organized the review
to assess the projects' efficiency and effectiveness before
SASP ends in April this year. Projects were grouped into two
categories and presented in two sessions conducted simultaneously,
each session having its own panel of experts as reviewers.
The first panel, which evaluated projects under the Crops/Farming
Systems/Conservation category, was composed of Dr. Zenaida
Ganga, director of Highland Agricultural Resources Research
and Development Consortium; Dr. Wilfredo David, professor
at the University of the Philippines Los Banos (UPLB); and
Luis Rey Velasco, director of the National Crop Protection
Center.
The second panel, which evaluated projects under the Livestock/Social-Institutional
R&D category, was composed of Dr. Ernesto Rigor, UPLB
professor: Dr. Agnes Rola of the Center for Policy Development
Studies: and Dr. Darlyn Tagarino of Benguet State University.
After the sessions the evaluators observed that
some of the projects could help farmers increase their productivity,
notably the sweet potato project that achieved a yield of
27 tons/ha. Other projects however were found to have a weak
conceptual framework resulting to dissonance between the projects'
activities and objectives. Moreover, most of the projects
lacked the economic analysis that could have determined the
technology's profitability to the end-users.
Six project leaders who failed to present their
projects during the March evaluation were required to submit
their papers to the panelists for review.
