BAR Chronicle wins 2003 Gawad Oscar Florendo Award

plakeThe BAR Chronicle, the official monthly newsletter of the Bureau of Agricultural Research (BAR), bagged this year’s 2003 Gawad Oscar M. Florendo Award for Outstanding Public Information Tool (Print Category-Newsletter). The awarding was held at the Tejeros Hall, Camp Aguinaldo, Quezon City on 3 December 2003. Receiving the award were BAR Director William C. Medrano, Knowledge Management Division Head Angel Morcozo, and BAR Chronicle Editor Virginia A. Duldulao.

The Gawad Oscar M. Florendo (GOF) is an annual event organized by the Public Relations Organization of the Philippines (PROP) in cooperation with the Public Information Agency (PIA) to recognize outstanding public information programs and projects of government institutions.

PROP is a non-stock, non-profit organization with some 800 registered and active government officials and members that are performing public information and public relations work. The Gawad Florendo Award is one of their programs to promote professionalism and institutionalization of public relations and information functions and activities in government service.

BAR Chronicle started as a two-page flyer that chronicled the monthly events at BAR. In 2000, the Chronicle became the official newsletter of the Bureau featuring important R&D activities and significant technologies. From four pages, it settled to an eight-page newsletter as the Bureau’s activities increased.

Today, BAR Chronicle maintains a column, Sciencescoping; and regular updates on the recent technologies and innovations in the R&D system. The publication has also increased from 200 to 1000 copies, which are being distributed nationwide, particularly to SCUs, DA regional offices, R&D networks, including private sector.

The board of judges for this year’s 12th Gawad Oscar Florendo include: PIA Director-General Renato Velasco, PACE Vice President Aleli Quirante, ABS-CBN Foundation PR Head Dulce Festin Baybay, PLDT Manager for Community Relations Evelyn del Rosario, and PROP Board Secretary Mary Grace Agoncillo.

For the Outstanding Printed Materials, the criteria for judging include: problem identification (5%), objectives (5%), audience (10%), message (25%), channel (25%), and effect (30%). The other finalists for this year’s Best Newsletter Award were: Commission on Appointments Newsletter, Department of Trade and Industry Newsletter, and PAGCOR’s Ugnayan Newsletter.
