Sec Montemayor enforces three indicators to solve poverty

True to his strategy of empowering the poor, Department of Agriculture (DA) Secretary Leonardo Q. Montemayor enforces three major indicators to solve one of the most "up in the air" problems of any nation, which is poverty. This he announced during a short briefing amongst heads and staff of the Agricultural Training Institute (ATI), DA-Region IV, and Bureau of Agricultural Research (BAR) on 18 June 2001 at the ATI-JICA Room, Quezon City.

Montemayor believes that by attaining food security, making enough income for the farmers and, involving all-important stakeholders in agriculture to fully participate in the drafting of policies and programs could mitigate poverty situation in the country.

Attaining food security
The country's food security is very much affected by the performance of the agricultural sector. The underdevelopment of the agricultural sector and the rural areas significantly affect the production of food and other agricultural commodities.

Sec Montemayor poses that in the attainment of food security, programs should be well align to this thrust. Making the results of R&D available, reaching the farmers and putting them into use. He added that the challenge there is "how do we manage these interventions given the limited resources?"

Enough income for the farmers
A peasant champion through and through, Montemayor believes that it is only by restoring to the poor the capacity to take charge of their lives that they will have the chance to improve their place in society. Most of the country's farmers and fisherfolk find livelihood in land and water resources, and having the full access to these resources through grants and full ownership would provide them security.

Involving all-important stakeholders in agriculture
It is but important that farmers, fisherfolk and other important stakeholders in the agriculture sectors be given the chance to fully participate and involve in the drafting of policies and programs since it is for them. The reasons for having this programs and policies lie on the very simple fact of improving their lives.

As a last note, Montemayor call on each head present during the briefing to be mindful of these three indicators. "So at the end, when each of you come to me and report about your agency's accomplishments, I want you to be mindful of these three indicators…"
