PinoyFarmer business development program: an update

Pilot provinces in Region 2 identified
The Bureau of Agricultural Research-Regional Programs Division (RPD) recently conducted ocular visits in the provinces of Region II where the PinoyFarmer Business Development Program will be initially implemented. The technical working group headed by Dr. Rustico David has seen the feasibility of the said program in the three pilot provinces namely: Nueva Vizcaya, Isabela, and Cagayan.

Based on their findings, the three provinces already have established information facilities and infrastructure such as Internet and other communication network crucial to the establishment of Business Centers. The Business Center, under the Integrated Information and Communication Delivery System (one of the project's major components) shall serve as the access point for extension workers, RBOs and farmers for information pertaining to market and commodity trends. As agreed upon during the presentation of the program's framework, the Regional Field Unit -2 shall conduct market research on traders' profile and commodities with good market potentials. The information collected will be made available for farmers to update them on market information such as quality, quantity and production availability of various commodities.

Likewise, the project will operationalize on the strategy of participatory extension and research, the role of provincial offices and local government units (LGUs) is found pivotal in piloting market-driven farm innovations. The Agricultural Training Institute (ATI) regional office was tasked to conduct a two-week training course among the extension workers that shall serve as temporary managers for the Business Centers. In connection to this, a vegetable trading post shall be established in Nueva Vizcaya to facilitate better marketing of farmer-entrepreneur produce.

Mr. Inocencio Bolo, Winrock International country director suggested that DA-RFU2 researches to collect all information on matured or developed technologies of commodities for posting on the newly launched PinoyFarmer website.

The formal launching of the project in Nueva Vizcaya is scheduled on the 21 June 2001.

The PinoyFarmer Business Development Program is a joint undertaking of DA-Bureau of Agricultural Research and Winrock International (WI) which aimed at transforming the disadvantaged pinoy farmer through helping them develop their own business enterprise by providing market-driven support services through information technology and extension services.
