SGP-NSC and CGEF board strategize plans for 2001

Members of the National Steering Committee (NSC) of the Small Grant Program (SGP) together with the Board of Trustees of the Communities for Global Environment Facility (CGEF) met last 5 January 2001 for the Strategic Planning Workshop. The main agenda of the planning workshop was to discuss the arrangements for the CGEF to eventually manage the SGP to sustain its initiatives and gains.

The activity was organized by CGEF-SGP under the United Nations Development Program (UNDP). The CGEF is a private, non-profit organization that supports community-based approaches in addressing transboundary environmental problems and sustainable development concerns. Under this is the SGP that provides assistance to small-scale activities that address environmental concerns initiated by community-based organizatins, people's organizations (POs), and non-government organizations (NGOs). SGP is implemented in 46 countries, including the Philippines. The program is operational by phase, whereby its long-term development objective is to achieve global environmental benefits through community-level action.

The Philippines is currently on its third phase and would be completing its 8th year implementation (1992-2000). In view of this, the Board conducted an assessment of strategies to sustain their programs.

NSC Chairman Delfin Ganapin. Jr. said that, "The Philippine SGP cannot expect to be forever funded solely by the GEF/UNDP facility. Many other countries are 'demanding' to be part of the global program and they too deserve to be given support." He added that the Philippine SGP would have to 'graduate' and must develop 'self-reliance' to be able to continuously sustain itd programs. This will depend on the developed strategies to bring other funds.

Other issues and concerns discussed were the identification of different CGEF strategies for increasing resources for SGP which includes upscaling medium-sized projects, leveraging credit windows, and linkage with other mainstream program. The committees have agreed that the NSC will be responsible for soliciting support from the UNDP to further its assistance to SGP Philippines. It was also decided that CGEF will continue its operations and that the National Economic Development Authority (NEDA) is tasked to present the various possibilities as a reference to augment resources for SGP. Furthermore, SGP is developing a proposal to upscale its projects.

Also in attendance were members of the NGO-PO/Private Sector. Mr. Alvin Divinagracia, Head of the Public and International Relations Division (PIRD) represented BAR.
