Mango inception meeting held

The inception for the high impact project (HIP) "Action Project on Enhancing the Productivity and Quality of Carabao Mango through Integrated Pest Management" was held last 17 February 2000. This activity, which was facilitated and coordinated by Ms. Digna Sandoval, is part of the series of regular inception meetings held by BAR to minitor and evaluate all HIP projects conducted by DA attached agencies.

Members of the project's Technical Evaluation Team (TET) which include Dr. Domingo Angeles, Dr. Edwin Benigno and Dr. Edralin Serrano, and proponents Dr. Oscar Opina and Dr. Elda Esguerra, attended the activity at the Post Harvest Research Training Center in UP Los Baños, Laguna.

Based on the project framework, Dr. Opina presented several strategies to insure the initial implementation of the HIP on Guimaras and Iloillo in the Visayas, Pangasinan and Zambales in Luzon, and Davao Oriental and Cotabato in Mindanao. These included the integrated approach to program implementation and community-based participation. Also, he stressed the importance of participants' commitment and their willingness to share resources.

Moreover, the proponents presented their Terms Of Reference for evaluation. These are progress monitoring, conduct of site visits, evaluation and certification of progress reports, and submission of the project's assessment reports and recommendations to BAR.

On the otherhand, the TET made several recommendations to improve the project implementation. For a more efficient and effective monitoring by the TET, Dr. Angeles and Dr. Benigno syggested the use of a Gannt Chart and meteorological data. This will reflect the plan of activities as well as the actual accomplishment for every project component, and provide useful information for data analysis in the final report, respectively. Finally, the TET expressed their interest to have a social scientist in the project, and asked the proponents to include food safety as one of the project's objectives.
