Meeting
on proposed institutional development program (IDP)
framework held

A consultation meeting on the proposed
concept of the Institutional Development Program (IDP)
was conducted last 1 February 2000 at the SEARCA Workshop
Room in UP Los Baños, Laguna. Representatives
from the International Rice Research Institute (IRRI),
Bureau of Agricultural Research (BAR), National Economic
Development Authority (NEDA), Philippine Council for
Agriculture, Forestry and Natural Resources Research
and Development (PCARRD), and the San MIguel Corporation
attended the said activity. The consultation meeting
was facilitated by SEARCA.
The IDP is part of BAR's initiative to
develop institutionl capacities, particularly the improvement
and enhancement of the NaRDSAF. About 40-50% of the
budget allocated for the implementation of the Agriculture
and Fisheries Modernization Act (AFMA) for the next
five years will go to the IDP. This is expected to further
strangthen key national and regional RDE institutions
to enable them to contribute substantively towards the
improvement of the agriculture and fisheries R&D
system in support of AFMA.
Several components were ientified for
funding under the program. These are human resource
development (RD/E technical expertise, management skills
devlopment, and improved support services), acquisition
of laboratory equipment/facilities, and improved RD/E
infrastructure.
IRRI consultant, Dr. fernando A. Bernardo
presented the proposed framework for the IDP. According
to Bernardo, research and development project should
have the following requirements in order to qualify
for the IDP grant:
- a clearly stated and specified RD/E area that needs
to be strengthened
- a complete rationale and background including its relevance
of the IDP to AFMA, relevant achievements of the institution
in priority RD/E are identified, and related projects
in other institutions
- legitimate role of the IDP in the national and REgional
RD/E network as recognized by DA-BAR/ATI
- clear objectives, expected outputs and potential
impact
- documentation of an assessment of available resources
vs. required resources to show gaps
- sharing of resources through partnerships to avoid
unnecessary duplication of human resources and facilities
- clear program proposal as shown in the logframe
- a budgetary requirement that shows its breakdown according
to outputs and activities and counterpart funds from
the institution or other sources
Dr. William G. Padolina, IRRI Deputy Director
for Partnerships, further added that the IDP must address
a high-priority problem of a commodity. To do this,
he stressed that a clear understanding of the problem
areas through scenario assessment should be undertaken.
This should involve more specific approaches in addressing
problems such as training of directly involved personnel
and procurement of facilities and equipment that will
specifically solve the problem. With these strategies,
misallocation of funds, resources and efforts ill be
prevented.
