Scholarship Grants Available

DA-BAR FSP/MDPF (3 slots)

Grants shall be made available to the R&D personnel of the Department of Agriculture (DA) and/or State Universities and Colleges (SUCs) engaged in agriculture/fisheries R&D if he/she meets the following requirements:

  1. The candidate should be nominated by the Agency Head.
  2. The candidate must be a permanent employee of the DA or any SUC engaged in agriculture/fisheries R&D and must have rendered at least two (2) years of continuous satisfactory service in his/her agency or institution with a performance rating of very satisfactory for the last two rating periods.
  3. The candidate’s graduate course must be aligned with the needs of his/her institution and must be directly related to the technical requirements of his/her post.
  4. The candidate should meet the age limit: 35 years old for MS degree, or 45 years old for Ph.D. degree.
  5. The applicant may study at:
    1. University of the Philippines at Los Baños (2 slots, 1 MS and 1 Ph.D.)
    2. University of the Philippines at Visayas (1 slot, MS or Ph.D.)
      • MS Fisheries (Fish Processing Technology)
      • MS Fisheries (Aquaculture)
      • PhD Fisheries (Aquaculture)

Thesis/Dissertation Financial Support Program (4 slots)

Financial support of up to Fifty Thousand Pesos (Php 50,000.00) shall be provided for the conduct of thesis/dissertation in the fields of agriculture, fisheries, and their allied fields.

Thesis/dissertation grant shall be made available to eligible R&D personnel of the Department of Agriculture (DA) and/or State Universities and Colleges (SUCs) engaged in agriculture/fisheries R&D and enrolled at the Mindanao State University (MSU) – Naawan (MS/PhD.). The applicant must meet the following requirements:

  1. Completed all the academic requirements and have passed the comprehensive examination
  2. A permanent employee of a partner institution and has rendered at least two (2) years of continuous satisfactory service in the nominating institution.

The application form must be submitted with complete attachment on or before March 31 (for first semester) and August 31 (for second semester).

Applicant for a thesis/dissertation assistance program may send their application form together with their approved proposal and other relevant documents on a quarterly basis.

 

Scientific Career System for Statisticians

What is the Scientific Career System for Statisticians?

The Scientific Career System for Statisticians (SCSS) is a system of recruitment, career progression, recognition and reward of statisticians in the public service. It is also a means to develop a pool of highly qualified and productive statisticians in the country. The system is generally patterned after the existing Scientific Career System (SCS) established on March 17, 1982 thru Executive Order No. 784. The SCS is managed by Department of Science and Technology.

What are the career options for statisticians working in the government?

There are two career options that statisticians working in the government can pursue. The first one is through the Scientific Career System (SCS) where five ranks can be aspired. The ranks and their corresponding salary grades under SCS are as follows:

The other option is through the Career Executive Service (CES). Those who would like to pursue this path need to hurdle the four-stage eligibility examination process administered by the Career Executive Service Board (CESB). The ranks and their corresponding salary grades under this system are as follows:

How do applicants qualify for the SCSS?

To qualify for the SCSS, applicants must be presently employed with permanent appointment in any government agency, and with masters or doctoral degree in statistics or related fields.

MA/MS applicants to Scientist I to IV positions must have at least five years of productive scholarship and professional R and D work in Statistics.

PhD applicants to Scientist I to IV positions must have at least five years productive scholarship and professional R and D work.

Applicants to Scientist V position must have a PhD with ten years of productive scholarship and professional R and D work in statistics beyond doctorate.

Who are disqualified from applying to the SCSS?

Those who have retired from government service, applied for conferment or upgrading in rank six months before retirement (voluntary or compulsory), and who are on extension period before compulsory retirement will not be considered for the SCSS.

What is the application process under the SCSS?

  1. Applicant shall ensure that minimum requirements for nomination to the SCSS are met;
  2. Once qualified, he/she shall fill up SCS Form 1, and compile all required documents as proof of claim. Prepare at least seven copies of these documents;
  3. He shall forward application to the agency/department agency head. Once approved, the agency head shall forward application to either the department-based SCEC or the PSS-wide SCEC for evaluation;
  4. The SCEC shall review, validate and evaluate documents submitted by the applicant. Applicant may be contacted for clarifications;
  5. The head of agency/department and the applicant shall be informed by the SCEC of the evaluation results; and
  6. Once the applicant garners the SCEC nomination, the agency/department head shall endorse the application to the SCC Secretariat based at the Department of Science and Technology (DOST).

What are the benefits of a conferred scientist?

After conferment, the conferred scientists shall receive the following benefits:

  1. Provision of RATA;
  2. Endorsement of proposal for Grants in Aid of the DOST (DOST-GIA) funding;
  3. Distinction in national and international science communities; and
  4. Qualification under RA 8439 or the Magna Carta for Scientists which privileges include:
    • Honorarium for services rendered beyond the established regular workload;
    • Share of royalties in the proceeds of royalty payments arising from patents, copyrights and other intellectual property rights;
    • Hazard allowance for hazardous undertakings or assigned in hazardous undertakings or assigned in hazardous workplaces of 10-30% of monthly basic salary depending on the nature and extent of the hazard involved;
    • Subsistence (P150/day) and laundry allowance (P300/month);
    • Longetivity pay of 5% of monthly basic salary for every 5 years of continuous and meritorious service; and
    • Housing and quarters allowance

SEARCA Scholarships for SY 2009-2010

SEARCA invites applications for its graduate scholarship (MS and PhD) in agriculture and related fields (including biological sciences, social sciences, economics and statistics, forestry and fisheries, environmental sciences, agro-industrial technology and engineering, and biochemistry) for School Year 2009-2010.

Japanese Grant Aid for Human Resource Development Scholarship (JDS) 2008-2009 in the Philippines

What is the JDS Project

The Japanese Grant Aid for Human Resource Development Scholarship (JDS) project is the long-term scholarship project of the Government of the Philippines through the assistance of the Government of Japan.  The objective of the JDS Project is to provide Philippine nationals with opportunities for obtaining master's degree at Japanese higher educational institutions in order to support the human resource development policies of the Government of the Philippines, and eventually to extend and strengthen the bilateral relations between Japan and the Philippines.  25 Filipinos will be given the opportunity to pursue master's degree in Japan for Japanese Fiscal Year 2008-2009.

Target group

The JDS Project targets young government employee who are expected to play leadership roles in the Philippines.  The JDS Project is exclusively for the Philippine Public Sector.

  • Public Administration (8)
  • Economics (8)
  • Information and Communication Technology (3)
  • Industrial Development (2)
  • Business Administration (4)

All the courses are conducted in English.

Eligible Applicants

  • A Filipino citizen;
  • Below 40 years old as of April 1, 2008;
    (Those who were born on/after April 2, 1968)
  • Civilian Government employee, permanent status, and has 2 years of work experience in the public sector at the time of application;
  • Has a performance rating of at least "very satisfactory" at the time of application
  • Bachelor's degree relevant to the target field except for ICT field, which applicants should have bachelor's degree in ICT or equivalent is required; and
  • Has not been awarded foreign scholarship for Master's degree;
