Intellectual Property Rights Office (IPRO)
Functions
- Spearheads the drafting of Intellectual Property(IP) Guidelines and Action Plan in line with the DA’s IP Management Program for Agriculture and Fisheries;
- Coordinates and provides assistance to all offices within BAR as well as other partner R&D/E institutions engaged in BAR-funded R&D/E activities as regards to the implementation of the IP Action Plan and in the identification of patentable technologies and research outputs;
- Establishes an IP database which serves as repository of all patentable technologies and research outputs as well as those technologies that have been patented;
- Defines ownership of IP generated technologies as a result of BAR-funded or partly-funded agricultural R&D/E activities;
- Ensures the protection of IP generated technologies by directly assisting the IP right-holder in the preparation and submission of all the necessary supporting documents for IPR applications with the Bureau of Patents, the PVPB and other agencies involved in the registration of IPs, and in enforcing IPR protection in the Philippines and selected foreign countries;
- Formulates guidelines regulating confidentiality and disclosure of IP related information and the direct or indirect engagement by scientists and researchers employed within BAR-funded research activities, with external private institutions in substantially the same work;
- Identifies measurable indicators for the valuation of technologies and inventions eligible for protection; and
- Determines whether a particular technology can be transferred either through bidding, negotiated contract and attend to negotiations for technology transfer and commercialization.
