Functions

Budget

• Coordinates the preparation of national integrated R&D budget estimates and requests
• Prepares the 2004 re-enacted budget, BAR’s Annual Cash Program, BAR’s Agency Budget Matrix, 2005 Budget Proposals, and Statement of Allotment, Obligations and Balances
• Administers fund allocation and fund releases
• Processes request of allotment and obligations
• Reviews contracts as to its validity of claims and its specific purpose and project
• Manages, maintains and monitors the budget and accounting system
• Provides technical assistance in the application of the budgetary systems and the utilization of budgetary systems, methods and procedures
• Maintains a database of all budget and budgetary transactions
• Attends the budget consultations, seminars/workshops, technical budget hearings and forum
• Provides appropriate financial reports to the DA, BIR, Congressional Appro. Committees and Senate Finance Committee

Accounting

• Manages, maintains and monitors of accounting sub-system
• Prepares financial reports (Monthly trial balance, Monthly check disbursement journals, Summary List of Checks Issued, Monthly Bank Reconciliation, Monthly Remittances, Status of Financial Report)
• Manages subsidiary ledgers of the following accounts: Due from Officers and Employees, Due from NGAs, Due from NGOs, and Due from GOCCs.
• Processes valid claims and pre-audit the transactions

Cash

• Prepares and releases checks
• Records cash advances received, paid payroll and cash book of regular accountable officers
• Collects and issues remittances of official receipts for all collections
• Prepares remittance advice to servicing banks
• Updates the monthly cash-in-bank
